To my knowledge Skype mobile does not allow you to delete your chat history. This can be done on the PC version though.

For the Note devices you need the Android version. The link found above the review will allow you to download that version. The desktop version is only for PCs and Laptops.

When accessing the Google Play page are you logged in with the same Google account on your device and your S4? Skype should be compatible with almost all devices. Make sure that your device is recognized by clicking the install link on the Google Play page, it should open a pop-up window where you can select from available device and it should show your S4 mini, saying below it if it is compatible or not.
